Thanks guys!
it works now: i setup
ModemResultCodesCmd: ATQ0X3 the default was ATQ0X4
and
on the dialrules.europe i put this line
^[0-9]{3,}$ = 0,& ! if the dialstring is longer than
3 then dial 0.....dialstring
