It's fixed!
	In my /var/spool/fax/etc/config.ttyS1 ,
I uncommented the xonxoff and I got rid of the @ sign for my ATDP&s (P for
pulse dialing)

First: I uncommented the xonxoff
	That changed the output in my /var/spool/fax/log/c00000xxx files from

"Jan 09 09:14:07.78: [ 2049]: MODEM set baud rate: 19200 baud, input flow
NONE, output flow NONE"

to

"Jan 13 06:17:24.88: [ 3378]: MODEM set baud rate: 19200 baud, input flow
XON/XOFF, output flow XON/XOFF"

but still could not fax.  Still kept getting: 

"Jan  7 14:55:19 george FaxSend[3473]: SEND FAILED: No answer from remote"

in /var/log/messages

	Dropped the @ sign as instructed.  Success!
