Hi Achim,
I had the same problem when setting up SMS support for my Hylafax server
last week.
Replacing the pin prefix "4917..." by "004917.." worked for me,
i. e. if you have a pagermap entry similar to
      172(.*) 01722278020/49172\1
expand it to
      172(.*) 01722278020/0049172\1
