The software first reads things from the "skel" configuration file and has
default values.

One possibility is that it has subtle settings incorrect: I went nuts with some
Swiss phone numbers because I needed to set the modem to user longer tones and
greater spaces between tones, or at least that fixed my problem. Was there
a dialtone on the opposite end when you listened to it dialing?
