USR Courier, Waiting for modem to come ready

I seem to be stuck with my set up of hylafax and I'm not sure what to do
to solve this problem. The story so far:
I have installed Hylafax 4.0p11 (from the pre-built package). All seemed
to be working fine for a while, that is, I was able to send several test
faxes in a row both from the server itself and from clients (NT). When I
began to set up the paging information so that our pagers here would work
things stopped working. All that I could get out of the machine was:
longterm 8 % /opt/local/fax/bin/faxstat
HylaFAX scheduler on longterm.lternet.edu: Running
Modem cua/a (+1.505.272.7080): Waiting for modem to come ready
In a last ditch effort to see if could at least return to the point that
I was at prior to working on the paging information I removed hylafax and
re-installed it. I was then able to send a single fax and now I am back
with the same "Waiting for modem to come ready" state.
I cannot seem to get Hylafax to change the state of the modem (although
the modem does seem to be working fine as I can dial out with it using
kermit. I have tried both repeat applications of faxmodem (this is an
outgoing only service) and faxstate but neither seem to change the state
of the modem in the mind of hylafax.
I've swapped out the modem cable to see if that was the problem and even
rebooted the entire machine to see if that would change the state of the
modem, to no avail.
Does anyone have any insight on what I might do to make this work?
