flexfax: Can not open modem

I have the following problem

Oct 16 16:52:22 larry FaxSend[15182]: /dev/cua0: Can not open modem
(Device or resource busy)

I am using Slackware Linux 2.0.34 with HylaFAX 4.0pl2

Here are the symptoms:

running faxq with faxgetty
  faxes receive just fine
  I get the error message above when a sendfax is attempted

running faxq with the faxmodem command
  faxes send just fine but obviously cannot be receive.

I've read and re-read everything I can get my hands on and still don't
have a clue.

Can anyone help?
