What's wrong with using the ModemAnswerFaxBeginCmd option in your config
files?

	ModemAnswerFaxBeginCmd:	"<19200><xon>"	# modem switches on fax receive

And setting the ModemRate separately?

	ModemRate:		38400		# rate for DCE-DTE communication
