Well, the TIFF source is available at ftp://ftp.sgi.com/sgi/fax/
Since it was written by Sam Leffler, I think it's pretty definitive.

I'm sorry, that was harsh. The file structure, network protocols, and
entire underpinnings of the operating software are ***VASTLY***
different. And since Micro$not hides a lot of its real behavior and
code, even from people with developer's licenses, it could be (IMHO) a
nightmare to port something stable to.
