Hylafax only indirectly controls this. First check with you modem manual as
to whether it is possible to make the modem send fax calling tone.  If it
is, and it is the default, find the part of the modem initialisation string
which turns it off.  If it is capable, but off by default, add the relevant
sequence to the modem initialisation string.
