Yes, the patch is for 4.1beta2.

No, it should also fix Class2 operation.

Class2 modems send RTC themselves then DTE issues AT+FET=2. So some of them 
(Multitech?) possibly filter out RTC from DTE-supplied data (although the
standard does not require that), and the bug never happens.

Class2.0 modem are the different. According to the T.class2 standard DTE
itself should generate RTC, and most of them possibly do not check it's
presence in the data flow.
