Traditionally the HylaFAX init scripts didn't start or stop faxgettys because they were usually run from /etc/inittab so that they would respawn if they exited or crashed. These days faxgetty is often run as a daemon as you've suggested, and some distributions do modify their init scripts to accommodate it. However, the RPMs distributed at sourceforge.net are not this way as they still follow the traditional approach (so that people can upgrade without headaches).
