Unfortunately, I've no way of trying this system on other known good lines. One avenue that I'm going to approach is dialing into the other modem via minicom and see if I'm able to capture the line quality stats in the registers that way...I doubt that the modem supports any line quality statistics. The old unimodem diagnostics never supported fax calls.
We have customers in all these territories and everything works when properly provisioned.... if you are REALLY using POTS then you need to dig into what the telco is doing.... ask them to confirm in writing that the service they are providing is fax compatible. Ask them if they are routing your calls through any IP or T.38 networks. If you also tell us who the telco is and what service you are using then that might give us a clue.
One last question... Would the country have any impact on the system? USA vs England vs China? NA vs Europe vs Asia?
