I doubt that the modem supports any line quality statistics. The old unimodem diagnostics never supported fax calls.

You REALLY need to move the system to known good lines to run some tests. Just one line and a couple of hours will prove whether this is a line, modem, system, or software problem. Without this you're going to continue going around in circles.

One last question... Would the country have any impact on the system? USA vs England vs China? NA vs Europe vs Asia?
We have customers in all these territories and everything works when properly provisioned.... if you are REALLY using POTS then you need to dig into what the telco is doing.... ask them to confirm in writing that the service they are providing is fax compatible. Ask them if they are routing your calls through any IP or T.38 networks. If you also tell us who the telco is and what service you are using then that might give us a clue.
