What about /mnt/jail/hylafax/var/spool/hylafax/dev?

hfaxd tries to create "dev/null" in it's chroot so it can use it after
it does it's own  chroot() into /var/spool/hylafax.

So make sure there is a good "/dev" inside the '/var/spool/hylafax'
area, because hfaxd will try and chroot there, and need to be able to
open "/dev/null"  from in there too.
