I don't understand of what you're trying to complain here. The modem responds with +FHNG: 11 which means exactly what you see there: "No answer (T.30 T1 timeout)". In other words, the modem didn't hear a fax machine after dialing for at least T1 (30-60 seconds, usually, depending on your configuration). If there really is a fax machine at that number, and if the modem really is reaching the fax machine, then the modem is wrong, and you'd need to bring this up with them (Dialogic).
