That's normal. Simply create this file if you need it.

I don't have any experience with HylaFAX built from source. I only use the Debian or Ubuntu pacakges.
On Debian/Ubuntu /etc/hylafax/hfaxd.conf is part of the hylafax-server package. Maybe on your system (or when you build from source) this file is located somewhere else.
