I installed hylafax with capi4hylafax on a real PC hardware, I insertes a Fritz!PCI Card 
an the header is sent! I loaded the fbrcapi module for Fritz!Box instead of fcpci module 
an the header is not sent. Thats the proof: the capi is responsible for the compilation/
setup of  the header, not c2faxsend, fbrcapi-0.4 seems do be buggy concerning header (=tagline).

I try to contact the maintainer,.
