Do you have a driver installed for your modem?
Conexant HSF chipset is used by cheap soft-modems. Conexant (or the modem manufacturer) provides Windows drivers only.
A Linux driver for Conexant HCF and HSF chipsets is available from Linuxant, but you have to pay for it.
