This may be a silly question but, are you sure there is no noise on the phone lines?
I am highly confident. We've had no problems recieving faxes as best I can determine, and the lines certainly sound perfect, all the time. Predictible, since the lines arrive at the building via OC-3, so no old corroding copper here.
Are you on direct exchange lines or going via a PABX?
The "9" in-front of the number should be a clue. In fact this goes through Verizon's PBX switch (so don't bother suggesting we test it).
Have you done a "loopback" test, dialling out on one line and coming back in on another? (Easy with voice ..... for data, you will need to set up mgetty instead of faxgetty, and run minicom or a similar terminal emulator.)
Yes. My testing has included numerous data connections to/from these lines, at high speeds, without any sign of problems.
