It will go into the queue just like any other fax, it won’t be sent for at least one minute, but after that minute it will be the same as any other fax in the queue, it will be processed in the order it was submitted. It will not be given any preference because the time has “passed” – the only difference is that it won’t be sent prior to 1 minute.

Will it try to send the job exactly in 1 minute from now, or will it be treated just like any job, starting from 1 minute from now ?

I don't understand the question.

If you sendfax -a "now + 1 minute" it will enter the queue immediately, as with any other fax job submission, but the time-to-send will be for one minute later instead of "now"
