Will it try to send the job exactly in 1 minute from now, or will it
be treated just like any job, starting from 1 minute from now ?

I don't understand the question.
If you sendfax -a "now + 1 minute" it will enter the queue
immediately, as with any other fax job submission, but the
time-to-send will be for one minute later instead of "now"
