[hylafax-users] Utter utter newb needs help

The guy who runs our fax server has gone on holiday. He's the other side of the world so communication's a little difficult.
He's left me a few tips on starting and stopping hylafax but on the status page it's showing a bunch of USB modems as "Waiting for modem to come free".

I've unplugged the modems, restarted the server, restarted hylafax but it seems a bit random as to which modems end up being live.
Is there a command I can type which will give these modems a kick start and bring them to life?
