The number is a local number and it is not the problem.
The problem is just the telephone line.

I don't know phone systems in Argentina - but the log shows "52371431" 
as the number its trying to dial.  Is that a valid local number for 
you?  Do you need a long-distance prefix, or is there a digit missing?
