These two items are in conflict.  If you're going to answer calls based 
on DTMF reception then you need to disable answer based on RING counting:

  RingsBeforeAnswer: 0

... or, just make it a really big number if you don't trust your 
ModemRingResponse:

 RingsBeforeAnswer: 9
