Have you remembered to run
$ sudo /etc/init.d/hylafax restart
after making the configuration changes?

Like most daemons, Hylafax only reads its configuration files once, at 
startup.  Changing the configuration file *on the disk* will not affect the 
copy of the configuration data already held *in memory*.
