Dial rules are designed for just that - setting different rules for phone numbers based on country and area codes. You could set a particular calling card for some countries, a different calling card for other countries and dial local numbers directly. The complex logic is hard (if not impossible) to express in regular expressions alone... In other words, I think, I'd be looking for a dial-out program...
