What client program are you using?  You need the client to tell the 
server that notification should be sent "when done".  With sendfax it is 
the -D option, like this:  'sendfax -D'

Well, you must remove the "#" before TEMPLATE for it to have any 
effect.  However, what version of HylaFAX are you using?  If you're 
using HylaFAX+ then the proper FaxDispatch and FaxNotify line is:

 LANG=es_AR
