This is almost certainly something that you're going to have to get 
Eicon to resolve.  NO DIALTONE is an invalid response to ATA.

HOWEVER, if you have outgoing faxes at the same time as incoming faxes 
and if, somehow, you managed to get an outgoing fax attempting to dial 
on a line that was RINGing and was going to be answered... then maybe 
this could occur if modem locking failed.
