I don't know what the problem is, but it's something to do with the 
sender.  It raises V.21 but never sends anything but flags... no HDLC 
data is delivered, no TSI signal, no DCS signal, and certainly no TCF 
signal.

Something is either wrong wit hthe T.38 gateway or the sender.
