with these versions you get the fewest errors:

cvs -z9 -d :pserver:anonymous@xxxxxxxxxxxxxxxxxxxxxxxxxxxx:/cvsroot/openh323 co -D "4 Oct 2007" ptlib_unix 
cvs -z9 -d :pserver:anonymous@xxxxxxxxxxxxxxxxxxxxxxxxxxxx:/cvsroot/openh323 co -D "4 Oct 2007" t38modem

make as usaual, but make t38modem with: 

make USE_OPAL=1 opt
that's how it works in the one way.
for Hylafax config see in t38modem sources README.
