I want to use DynamicConf but there are no Values in the $callid
Variables.

"who" means a person or persons.  the "who" can only be the phone
company.

assuming you've defined the caller id bits appropriate to your phone
service in your modem config files such as this for the US:
ModemResetCmds: AT+VCID=1
CallIDPattern:  "NMBR="
CallIDPattern:  "NAME="

then it's passed to the faxrcvd srcipt on the command line.
