For sure you can. In sending faxes, Hylafax chooses first the modem you 
selected from the client and then, if that modem is unavalaible or busy, 
Hylafax sends the fax via the first available modem attached to the 
server (this can be a deprecated behaviour, if modems belogn to 
different telephone numbers!!!)
Receiving fax with multiple modem on the same number depends on the 
capability of your PBX. You have to set the call divert on busy to the 
extensions corresponding to the modems (serial or IAX), and diverted 
calls have to point to the extension corresponding to the next modem.
