This is probably because the client program you're using is submitting a 
document to the server that somehow makes it through to the faxsend 
server process but when faxsend gets around to examining the documents 
... none of them are faxable.

So it probably has something to do with the client configuration or 
setup.  Make sure that it's truly submitting PDF, Postscript, or TIFF.
