Is possible but not advisable.  It can be done with a fax+voice modem 
and a somewhat complicated modem configuration.  However, the results 
you may have in general faxing could be significantly different from the 
case where you simply don't have that voice audio before.

The biggest difficulty you'll face will be finding a modem that can 
reliably detect on an analog line when the receiver has answered the 
call.  I've not met any that did this well.
