This is rather surprising.  Are there any other fax devices connected to 
the same fax line as the HylaFAX system that could possibly be sending 
MCF simultaneous with our PPR signal?

I would certainly advise using HylaFAX+.  Some of the fax protocol is a 
little improved, and it may make a difference, but I doubt that it will 
resolve it entirely.  The session logs should be formatted nearly identical.
