Yes, maybe the modem does not support voice.  You'll need to check all 
of the commands in your ModemDialCmd with the modem manual.  
Furthermore, you really should stay consistent and stick with either 
Class 2.0 or Class 1.  You shouldn't switch from Class 2.0 to Class 1 
because the fax will fail.   As you're dealing with a USR modem I advise 
to use Class 1.
