Assuming this is a modem using the Topic chipset then you are going to
have big problems.... even if it's not Topic based then you will
probably have problems until you get something that is based on the

I'm using a MOXA CP-168U V2 Smart Serial Board connected to 6 modem (all
of them are Conceptronic model as specified above), but as now I use
only one of them (ttyM0).
OK, to eliminate the MOXA card, plug a modem into the serial port on
your system and run your tests again.
Last, but not least, we use VoIP, so each modem is connected to an
AudioCodes ATA VoIP gateway (model MP-102) that is managed by our ISP;
this means that I can't figure out how it is configured and I can't
manage it (but, as mentioned above, I get no problems using a normal fax
machine).

If you are still not convinced that VoIP is a really bad idea, then move
this system to a location with a POTS analog line to test. You will
still have problems with the Conceptronic modems but they will be
different from the problems you get with VoIP.
Bottom line... in my opinion, until you ditch the VoIP and Conceptronic
modems you have no chance of getting this system working reliably. Once
those issues have been resolved you can start looking at your chosen
multiport serial architecture (read today's posts regarding 'Multi
serial solutions').
