This would be the first instance that I have heard of where a modem does 
not send a RING message to the DTE.  Contact the manufacturer (Elsa).  
This is a defect, in my opinion.

Technically the modem can also signal an incoming call with the RNG 
serial pin.  However, HylaFAX does not monitor the RNG serial pin to 
answer incoming fax calls.
