But the problem here is that its not
able to initialize the modem. I get this in the log file.

The 16950 uses a different driver and may be the source of your
problems. To find out, disable HylaFAX, disconnect the modem, and
plug
in a RS232 loopback cable... then run some tests that send/receive large
amounts of data over the RS232 port. If this works then you know
the
problem is elsewhere.
