I would suggest that the amount of problems that you'd experience
playing voice messages to fax-only lines will meet or exceed the amount
of problems you'd experience in expecting the receiver to clue-in on CNG
beeps.

Little voice messages at the beginning of fax calls is entirely outside
of T.30 spec in automatic control situations. Employing anything that is
outside of spec is always subject to a random reaction.
