The t38modem command line you find in t38modem docs as an example will
redirect all numbers starting with 0 to  a local t38 device; you are
testing with a number starting with 1.
So which command line did you use?

on one terminal:
cu -l ttyx0
AT <ENTER>
do you get OK?

on another terminal
cu -l ttyX1
AT <ENTER>
do you get OK?

on the first terminal
atdt0123 <ENTER>

do you get RING on the 2nd?
