There have been some recent posts about t38modem, and I suggest that you
search for them in the archives.
t38modem is not dead. It has changed homes twice since at OpenH323. It
now is at http://sourceforge.net/projects/opalvoip ... although it's
fairly new there. Unfortunately, t38modem never has had the kind of
documentation that you will see with HylaFAX... nor the support
groups... but for now t38modem would seem to me to be your best
alternative. Many people are using t38modem in production.
If you can use t38modem with H.323 that may be the easiest way to do it
right now, but t38modem 1.0.0 *does* support SIP as well.
The best source of documentation is the README file that comes with
t38modem and the "t38modem --help" output.

btw - I am proficient with VoIP and SIP, but not the fax protocols.
