As I have just recently found out, t38modem only supports opal as of "21 May 2007", so when you check it out using the above command, add the following to your cvs command:
-D "21 May 2007"
and you should be ready to roll.
cvs -z9 -d :pserver:anonymous@xxxxxxxxxxxxxxxxxxxxxxxxxxxx:/cvsroot/openh323 co t38modem
