I pull up minicom, connect to the modem, and can enter the following commands:
AT#CLS=8 (switch to voice)
OK
hr.
AT#VLS=4
OK
(dial the number)
RING
ATA
OK
.1.2.3.4 <---DTMF works!!
AT+FCLASS=1.0
OK
ATA
(Fax Handshake Begins)


RingsBeforeAnswer: 0
ModemRingsBeforeResponse: 4
ModemRingResponse: "AT#CLS=8\nAT#VLS=4;H1"
ModemAnswerCmd: "AT+FCLASS=1.0\nATA"
CallIDPattern: SHIELDED_DTMF

I think that you're just missing the CallIDPattern part.
