The bottom of /etc/inittab  has:

fax:23:respawn:/usr/sbin/faxgetty /dev/ttyS0

 

I put this line beneath it:

fax:23:respawn:/usr/sbin/faxgetty /dev/ttyS1

 

rebooted, checked the display on the modems and only ttyS0 is set for autostart. 

My running processes on webmin only shows

/usr/sbin/faxgetty /dev/ttyS0     running

Try this:

fax1:2345:respawn:/usr/sbin/faxgetty ttyS0

fax2:2345:respawn:/usr/sbin/faxgetty ttyS1

Then run:

init q

Your faxgetty's should run automatically afterwards.
