In particular, you may want to use the libjpeg and libtiff versions and 
the corresponding patches found in the SRPM files here:

I could elaborate further, but basically the story is that patching for 
ITULAB JPEG support doesn't work well in libtiff releases after 3.7.2.  
I haven't gotten around to figuring out what went wrong in 3.8.x.  I am 
not sure if 3.9.0 is in the same condition.  Getting only JBIG support 
is significantly easier since you don't have to patch libjpeg and you 
can use libtiff 3.9.0 (CVS or beta2+) and you won't need to patch 
libtiff then, either.
