One other thing... don't you need some other digits preceding the country
code when calling France from Germany ?

In the UK ATDT33388862xxx would be ATDT0033388862xxx

Moritz,

Have you tried calling the number in your timeout case from a cell phone ?
If you do I suspect that you will find that a fax machine answers.  Have you
examined the asterisk logs in detail ?

Once you are convinced that your Telco system is working correctly then you
may want to look at the part that the Eicon card is playing in this.... my
suggestion is that you employ the services of the Eicon experts - iFAX.

lets try to get a little more into it as Aidan suggested:

When splitting up the errors I find around

20% of "unspecified Transmit Phase B|C|D errors (E219,E228 and E236)
10% No answer from Remote (E003)
12 % BUSY (E001)
25 % No carrier detected (not routeable/ false number ?) (E002)
25 % No answer (T.30 T1 timeout)   (E218)

the rest is split up into various otheer and may be ignored for now..

For me it seems the most intersting are the Transmit  Phase errors and
the T.30 Timeouts.

here is a typical log example for the Timeout case..
