No, because the remote end didn't actually answer..

No answer means that the remote didn't answer... or at least it didn't answer with fax CED or protocol.

You could possibly increase the timeout... but you'd have to refer to
the modem documentation and change the setting in the modem.  That said,
if no fax CED or protocol was detected after 63 seconds, I'd say that
increasing a timeout is not the solution.
