I believe that Asterisk 1.4 has a limited ability to serve as a T.38 
relay (pass-through), but it does not support full gatewaying, no.  Full 
gatewaying support is available in OpenPBX, however.

Unfortunately I know of no T.38-capable SIP-modem program similar to 
iaxmodem... someday I may write that myself, but I've just not had the 
reason to do it yet.
