Well if webmin wants it there then set a symlink /etc/hylafax to
/var/spool/hylafax/etc . Maybe that would help webmin to find what it's
looking for...

In HylaFAX proper there is no /etc/hylafax. What it probably wants is
/var/spool/hylafax/etc.
Webmin is probably not the most reliable tool to configure HylaFAX
anyway, I'd recommend you open up the terminal and do it there.
