You really can't - at the moment, anyway.

If you aren't using a typical HylaFAX client program for your users, 
then you could just use FaxDispatch to copy the recvq file to a separate 
place where each user will find their faxes... the users wouldn't look 
in on the recvq directlry.

I suppose that it could be possible, also, to use FaxDispatch to 
chown/chmod the recvq file such that typical client programs could 
permit or restrict access to others' files in recvq.
